Tarnishing Our Jewel: Mystery of the Prospect Street Sludge

A milky white substance was reported running in the gutter in the 800 block of Prospect Street Feb. 5, which appeared to have been flowing from Fay Avenue at a source near the Best Western Plus Inn by the Sea at 7830 Fay Ave.
Although the hotel was replacing some carpet that day, and had done some painting weeks before, a front desk clerk said the property was not the source of the spill.
La Jolla Light reported the violation to the city. Bill Harris, a spokesperson with the City of San Diego Transportation and Storm Water Department, said a code enforcement officer found plaster residue in the gutter, which didn’t appear to have come from a specific address and may have been dumped from a vehicle.
