Penrose Albright, Ph.D., an eminent authority on U.S. national security, will discuss the role of national laboratories in U.S. defense and technological innovation as part of the second annual Herb York Memorial Lecture at 3:30 p.m. on Wednesday, July 18. The event will be held in the IR/PS Robinson Auditorium on the University of California, San Diego campus.
Albright will address the major challenges national laboratories face due to budget cuts in national security spending and the unsure status of the U.S. nuclear arsenal. He is president of Lawrence Livermore National Security and director of the Lawrence Livermore National Laboratory, which works to increase the security of the U.S. by applying cutting-edge science and technology to strengthen defense and reduce the global threat of terrorism and nuclear weapons.
The Herb York Memorial Lecture is organized by the University of California Institute on Global Conflict and Cooperation (IGCC), whose research focuses on security and nuclear proliferation and also examines how policy affects the state of conflict and peace.
The annual Herbert F. York lecture series honors the late nuclear physicist Herbert F. York, the founding chancellor of UC San Diego and the founder of IGCC. During his lifetime, York made numerous contributions to the field of international security and gun control.
“Dr. Albright’s talk will highlight the shared roots of UC San Diego, IGCC and Lawrence Livermore National Laboratory,” said Tai Ming Cheung, director of IGCC. “Herb York was responsible for the establishment of all three organizations. It is little wonder then that these institutions are recognized as international centers of excellence in their respective fields.”
Albright has an extensive background in executive leadership, policy direction, strategic planning, congressional and executive branch interactions and other experience that has given him a deep understanding of U.S. the national security.
