By comparison, the city spent $133 million on resurfacing area roadways between 2004 and 2010, or 11 percent of its transportation budget.
The estimate that $377 million in projects has been deferred came from the city's General Services Department, according to the report.
Delaying repairs only make them more costly in the future, not just because of higher construction and materials costs, but because more extensive work is needed on roads that have deteriorated further, the report says.
"The city has not comprehensively managed transportation assets and investments," the report states. "The city's investment in pavement preservation is limited and improvement is needed to effectively manage transportation assets."
The auditor also found that responsibility for street maintenance was spread across too many city departments, and that the city lacks effective coordination to reduce street excavation projects.
The city maintains more than 2,700 miles of roads and 271 miles of alleys.
