I just moved into the area as well and didn't receive my ballot in the mail.
However, after holding for a very long time on the phone, I found out we can still cast our vote at a voting poll in Clariremont Mesa. Here is their address:

5201 Ruffin Road, suite i

"However, a provisional ballot (offered when there is some question as to the voter’s eligibility) is not counted on Election Day, if at all...."

Election code does require EVERY valid ballot to be counted, even after first results are announced. I work in a City Election office, and we have temporary employees working up to two weeks after an election, counting them. The only provisional ballots which are not counted are the ones where the same person is listed as having voted at another precinct...in other words, when they are trying to vote twice.
