Either the article was actually written well over a year ago and a clueless editor resurrected it and stuffed it in as a "filler" or the writer is grossly misinformed and too lazy to check his/her facts. It no longer exists as that terminolgy. The Dodd-Frank law replaced the HVCC, but does incorporate many of those provisions. So writers should quit referencing the 'old' agreement.
