		<description>Yes, another fine example of how not to do a system conversion....then blame the customer for their own incompetence. I haven&#039;t heard many other people complain so first thank you and second it is a sad reflection that we must expect this level of &quot;service&quot;.  
  
I was particularly amused by the email that announced the deactivation of the old I-Pay system and instructing the customer what to do on the old I-Pay system was issued AFTER the I-Pay system was deactivated. Seemed like their budget department had included a line item for all those $25 fines.... </description>
