		<description>From the link to the Local Coastal program I find the old ramp down to Children&#039;s Pool is clearly designated &quot;Public Access Ramp, page 171.   Yet Parks and Rec has relocked and fortified the gate to keep that ramp closed.   Because they let it deteriorate until it needed repair, they closed  a historic public access.   The fox is guarding the henhouse. </description>
