The first healthy seal pup birth of the year at La Jolla Children’s Pool reportedly took place Feb. 3.

The offspring was reportedly named “Jacques,” in honor of the famous marine researcher and ecologist Jacques Cousteau, by David Pierce, a director for the San Diego Council of Divers who operates a table at the popular pool.

On Feb. 4, the seal mom was teaching her offspring swimming techniques in the pool to the delight of onlookers young and old.

In December, an abandoned seal pup was rescued from the pool but died a day later. SeaWorld staff speculated it was premature.

Meanwhile, attorney Bryan Pease, an animal rights activist, has filed a court action challenging the San Diego Planning Commission’s Dec. 9 decision not to put the rope barrier up year-round at Children’s Pool. Currently the barrier is up for the marine mammals’ pupping season from Dec. 15 to May 15.

In his court brief, Pease challenges the commission’s decision, which overturned the City Council’s 6-2 vote on May 17, 2010 to have the barrier up year round.

“The SDPC ignored the findings of the City Council and failed to adopt written findings or make oral findings that were sufficient to deny the permit,” Pease contends in his court brief. “The SDPC cannot be the final local decisionmaker on a permit that was requested and approved by the elected City Council and Mayor.”
