		<description>What on earth are you talking about?  There is no group or action to move, or disturb seals. The  only contest is the City policy of Shared Use vs beach closure.  The &quot;war&quot; is between folks who want to go lawfully and  respectfully on public land and vigilantes who would drive them away by intimidation and bullying. Like you.   By state law, the City must allow citizen access to every public beach.  The last time the City was found guilty of violating the Trust that also guarantees that, it cost the City millions.  By federal law, the seals must not be disturbed, and the City has hired a ranger to oversee interactions.   Since everybody likes seals and nobody has ever hurt one there, the seals are very trusting.    He has not had to put much time in on the beach because there is not much to do.   A little information is all folks need. </description>
