First of all, I didn&#039;t know the lifeguards did a census, maybe a rough estimate. But OVER 2 million visitors? That is OVER 5,479 people a DAY! If they were coming 24 hours a day, 7 days a week, that would be over 228 people an hour, Non-stop!  
No wonder I can never find a parking spot!  
Maybe if each one of these seal visitors gave $1, we could finish the lifeguard tower, take down the hideous scaffolding and we could incorporate a spa area for the seals and a lounge for the &quot;over 2 million visitors a year&quot;.  </description>

		<description>It is a solution to people getting too close to seals and anyone who wants to cross it can do so?     And where does it say how close is too close?   Adding a contradiction does not produce a solution.  
   A non-prohibitive guideline is not a solution unless Dorota is there to yell at people with her megaphone like she does every year.  Then it becomes a solution, imposed by the  vigilantes pretending the rope is what they say it is not.   An official tool for owning a public beach by intimidation.  The only danger to the seal colony is the resentment these people and their tricks engender.      
The Planning Commission knew what it was doing when it rejected the yer round rope. They knew the City could lose millions again if it violated the Coastal Act again.   The City cannot afford to continue to bend the law for a special interest group.  It dares not let the decision be appealed to the Coastal Commission because the CCC could invalidate the winter rope too, given the facts it lacked last year. </description>
