		<description>According to the La Jolla cluster&#8217;s website, &#8220;If our cluster priorities and goals are not achieved through conversation with the board, we could move forward in various ways including but not limited to: creating a cluster budgetary autonomy agreement (would need board approval), writing a petition for charter conversions, or hiring experts to assist in some sort of district split.&#8221;   
  
Sounds like a threat.  What is this group, the La Jolla Taliban?  
  
La Jolla has been trying to split from SDUSD for years.  They&#039;re upset that their property taxes are shared amongst all schools, including the lower performing ones.  
  
This is just another attempt by the elitists in La Jolla to separate themselves from the rest of San Diego. </description>

		<description>503c sounds like charter to me.  50% plus 1 of teachers and parents have to be on board for a charter to pass...everyone needs to be fully informed of ramifications i.e. lose of senior teachers who do not want to work under charter (brain drain), possible lose of diversity in student population, governing boards that become too political, reworking the structure of school (reinvent the wheel); conversions have to take the time to make sure everyone affected understands all the possible consequences before they vote and that takes time; lots of time </description>
